Mental Health Services Act

The MHSA creates the opportunity for the State to provide increased funding to transform and support county mental health programs that provide client and family member driven "recovery and resiliency" mental health services to children (and their families), transitional age youth, adults and older adults. The Act is funded through an annual 1% tax on income in excess of $1 million to fund county mental health programs consistent with local county approved plans that include broad-based community involvement including mental health service consumers and family members of consumers.

MHSA Community Program Planning Process

Mendocino County’s Community Program Planning (CPP) process for the development of the Mental Health Services Act (MHSA) Three Year Plan includes obtaining stakeholder input in a variety of ways.  MHSA Forums, Stakeholder Committee Meetings, Program/Fiscal Management Group Meetings, Consumer Events, Behavioral Health Advisory Board Meetings, The MHSA Issue Resolution process, and e-mailed suggestions through the MHSA website are annual activities that are utilized for gathering stakeholder input.  In addition for the Three Year Planning Process, Mendocino County BHRS held a targeted series of stakeholder input sessions inland and on the coast in English and Spanish, to identify and collect stakeholder priorities for the new Three Year Plan.  Mendocino County is continuously reviewing CPP processes to improve, adjust, and/or expand the methods with which stakeholder feedback is collected.
