**ATTENTION**

Beware! There is an EBT scam to steal your benefits! If you’ve received a text or phone call asking for your personal information, contact your county right away. Your county and the state will never text or call you requesting your personal information such as your EBT card number and your personal identification number (PIN).

Never give your EBT Card number and PIN to anyone. With this information, someone could steal your benefits. Always keep your PIN and EBT Card number safe and secret.


Employment and Family Assistance Services offices in Ukiah and Fort Bragg are currently open for lobby services. Lobby services include document pick up and drop off, benefit questions, phone calls to workers and EBT card replacement. Staff is able to provide assistance by phone including processing of applications and ongoing benefit assistance. 

 

Lobbies are open to the public 8am-5pm (closed 12pm-1pm) Monday-Friday excluding County holidays.

Options available to apply for and maintain benefits include:

  • BenefitsCal.com - a new simple way to apply for, view and review benefits for health coverage, food and cash assistance. Current recipients can also access their cases with services that include uploading documents, printing forms, checking benefit status and more.
  • You can also print the CalFresh application by clicking here to download a copy. 
  • CoveredCA.com – accepts applications for health care services

  • Replacement EBT cards can be arranged for mail or pick up by calling the Ukiah office at 877-327-1711 or the Fort Bragg office at 877-327-1677.
  • Cash Assistance Program for Immigrants (CAPI)  - This program is designed to provide monthly cash benefits to aged, blind, or disabled non-citizens who are ineligible for SSI/SSP solely due to their immigration status.
  • Refugee Cash Assistance (RCA) - This program provides cash assistance to qualified Refugees, including Asylees, Cubans/Haitians, Special Immigrant Visa (SIV) holders, certain Humanitarian Parolees, Amerasians, and Certified Victims of Trafficking. This application is included in the CalWORKs application.
  • Trafficking and Crime Victims Assistance Program (TCVAP) - This program provides eligible noncitizen victims of a severe form of human trafficking, domestic violence, or other serious crime, with services such as cash assistance, food benefits, employment, and social services. This application is included in the CalWORKs application.

Did you know that you can apply for CalWORKs, CalFresh Medi-Cal and CMSP benefits online, in person, by telephone or via mail or fax. Please see the above methods to apply. For CalFresh, if you don't have all the information to complete the application just complete what you can. You may leave an incomplete application with just your name, address and signature. An Eligibility Specialist can assist you with finishing the application. For CalFresh it can take up to 30 days to process your application. You may be able to get benefits within 3 calendar days if you meet certain criteria. For CalWORKs it can take up to 45 days to process your application. You may be able to get benefits within 24 hours if you meet certain criteria. For Medi-Cal and CMSP it can take up to 45 days to process your application. EFAS Program Areas

CalWORKs and Temporary Assistance to Needy Families (TANF)

Provides a temporary cash grant to eligible low-income families. The cash grants are based upon income and resource levels and medical costs are covered through Medi-Cal. Services that are designed to promote self-sufficiency are also provided with cash benefit programs.

CalFresh

Available to eligible low-income individuals and families. CalFresh benefits may be used to purchase food in markets that accept food stamps.  CalFresh benefits are issued on an EBT card.  

Electronic Benefit Transfer (EBT) Cards

EBT is the distribution of benefits on a debit card, making the issuance of state public assistance and federal food stamp benefits faster and easier through the use of electronic transactions. You use your EBT card just like you would any bank issued debit card.  There is currently a program in Mendocino which allows our Farmers Markets to accept the EBT card. Medi-Cal and the County Medical Services Program (CMSP)

Payment for medical costs is available to eligible individuals who meet income and resource standards. Payment for medical costs incurred may require a share-of-cost portion based upon household income levels.

CalWORKs Job Services

The CalWORKs Job Services Program provides employment and training services to TANF recipients to find unsubsidized employment. Visit the CalWORKs Job Services page.
