Industrial Hemp

Welcome to the second year of the Mendocino County Industrial Hemp Pilot Program!

The window to submit applications for Industrial Hemp cultivation will be open from February 1, 2022 through April 30, 2022 at 5:00 PM. Find all applications and Industrial Hemp information at

There will be a mandatory meeting for all applicants that wish to grow Industrial Hemp on February 16 and 17, 2022. Times will be announced on our website.

Nursery

The Nursery Inspection Program works to prevent the spread of plant pests through infested nursery stock. The Agricultural Commissioner’s staff inspects wholesale and production nurseries at least annually, and retail nurseries as needed to assure that injurious pests are controlled or eradicated. Certificates and compliance agreements may be issued to facilitate movement of stock to other states or countries.

Nursery licenses are issued by the California Department of Food and Agriculture with local assistance from the County Agricultural Commissioner. There is also a fee-exempt license available for those selling less than $1000 of nursery stock per year. All sales under the fee-exempt license must be within Mendocino County, and of your own production. Other conditions may apply, please contact our office for more information.

Wildlife Services

Wildlife Services is a cooperative program between the United States Department of Agriculture (USDA) and Mendocino County, and is responsible for the control of non-domestic animals such as skunks, opossums, raccoons, beavers, coyotes, mountain lions, bears, and damaging birds that pose a threat to human or animal health and safety, or cause damage to property, agriculture or livestock. Apiary

All beekeepers within the county are required to register their colonies with the County Commissioner. The purpose of registration is designed to bring beekeepers and pesticide applicators together by tracking and safeguarding hive locations across California. Beekeepers can register at their County Department of Agriculture or through Calagpermits/Beewhere. The registration fee is $10 per beekeeper. Beekeepers are also required to make notifications to the county of origin and destination county, within 72 hours of any hive movement. Beekeepers can register through BeeWhere to receive bee-toxic pesticide application notifications from growers that have commercial crops within a mile of the beehive locations.

Certified Farmer’s Market

A Certified Producer Certificate (CPC) is required for all agricultural products that are to be sold
at the market. CPCs must be filled in completely, including varieties of all commodities. For example, Tomato is a commodity and Sweet 100 is a variety of that commodity. We are no longer able to accept “various” or “unknown” as a variety so please know what you are planting and planning to sell when you supply our office with your information. Look under forms for a sample CPC. These forms are not valid until they are signed and embossed at the Agricultural Commissioners office.

Please note: Due to the time intensive process of creating CPCs, we are unable to process CPCs on a same day basis. Please be prepared to drop off, or send, your information along with a valid phone number so we can call you when the CPC is ready for pick up

Weights and Measures Division

The Weights and Measures Division (W&M) is responsible for ensuring fairness in the market
place through accuracy of measuring/weighing devices. Devices are inspected annually at a minimum. The following devices are included in the annual inspections:

Retail petroleum fuel pumps
Liquid Propane dispenser meters
Grocery counter and hanging scales
Vehicle scales
Livestock scales
Taxi meters
Platform scales
Bulk fuel delivery trucks

If you believe a scale or meter is not performing correctly, please call our office to request that the device be tested.

Petroleum

Not only do our inspectors test the accuracy of Retail Petroleum meters, they also audit stations for correct signage, pricing notifications, and fuel quality among other things. If you feel signage is inaccurate or inadequate or if you believe you have purchased low quality fuel, please call our office and register a complaint.
