Weights & Measures Division

The Weights and Measures Division ensures fairness and accuracy in the marketplace for Mendocino County consumers and businesses. We protect economic equity through the rigorous inspection, testing, and certification of commercial weighing and measuring devices, packaged commodities, and petroleum products.

Please note: The County Agriculture, Weights & Measures Department is only one of several agencies responsible for investigating consumer complaints. Please check other listings for agencies and authorities dealing with specific issues.

Commercial Device Registration

Overview

The Weights and Measures Division ensures the accuracy of all commercial weighing and measuring devices in Mendocino County. To operate legally, device owners must register their type-approved equipment with the county and pay all applicable registration fees.

Following registration, county inspectors will test and seal the device. Only type-approved and officially sealed equipment may be used for commercial transactions.

The following devices are registered and inspected annually by the Department:

  1. Bulk fuel delivery trucks
  2. Retail petroleum fuel pumps
  3. Liquid Propane dispenser meters
  4. Grocery counter and hanging scales
  5. Vehicle scales
  6. Livestock scales
  7. Taxi meters
  8. Platform scales

Purchasing or Servicing Type-Approved Commercial Devices

Buying the wrong equipment or letting an unauthorized person repair it can lead to business delays, fines, or your equipment being taken out of service.

  • Commercial Device Type-Approval: Before buying any equipment, always verify that the specific model is type-approved for commercial trade in California. Many retail or online suppliers sell scales labeled "legal for trade" that lack a valid California Type Evaluation Program (CTEP) or National Type Evaluation Program (NTEP) certificate. If it doesn’t have these certifications, we cannot register or seal it for commercial use.
  • Locating Suppliers & RSAs: Do not hire uncertified technicians to work on your devices. Calibration, repairs, and commercial service must be performed by a state-licensed Registered Service Agency (RSA). For help verifying a scale's type-approval or to locate a licensed RSA, please contact our office directly at 707-234-6830.

Petroleum Products

Not only do our inspectors test the accuracy of Retail Petroleum meters, but they also audit fuel stations for correct signage, pricing notifications, and fuel quality among other things. If you feel signage is inaccurate or inadequate, or if you believe you have purchased low-quality fuel, please call our office and register a complaint.
