AB 2588 Air Toxics “Hot Spots” Reporting

The Air Toxics “Hot Spots” Information and Assessment Act (AB 2588) was passed by the California Legislature in 1987. Although still commonly called “AB 2588,” it has since been codified into the California Health and Safety Code.

The AB 2588 Program was created to provide a consistent statewide process for identifying and reducing toxic air emissions. Each air district compiles an inventory of toxic air contaminants (TACs) released by facilities, evaluates the potential health risks posed by exposure to these contaminants, and notifies the public if significant risks are found. When facilities are identified as posing elevated risks, the program requires them to take action to reduce their emissions. The overall goal of the AB 2588 Program is to protect public health by identifying, assessing, and reducing toxic air emissions in each District.

The District prepares an annual AB 2588 report that includes facility rankings. This report must be approved by the District Board and made available for public review. A 30-day public notice period is required before Board adoption to allow community comments.
