The County of Mendocino is pleased to announce the implementation of Planet Bid System™, a fully automated web-based vendor and bid management system. This system will make doing business with the County of Mendocino easier by providing vendors up-to-date information regarding bid requests.

This Request for Proposal (RFP) announces the intent of the County of Mendocino to enter into a competitively procured agreement that delivers high-quality, reliable, and cost-effective services, including but not limited to entrance rug rental and servicing, shop towel and mop rental and laundering, and related facility textile services. The County also seeks to establish a contract structure that provides flexibility to incorporate additional services—such as uniform rental and laundering for maintenance mechanics and other operational staff—should such services be determined to be operationally beneficial and fiscally responsible.

This RFP is intended to:

Establish a standardized, County-wide service program that promotes safety, cleanliness, and professional facility appearance.
Reduce administrative burden through consolidated service agreements where appropriate.
Ensure regulatory compliance in the laundering and handling of shop towels and other reusable materials.
Promote environmentally responsible practices.
Provide transparent, predictable pricing structures with safeguards against excessive escalation or hidden fees.
Allow for scalable service levels to accommodate changing departmental needs; and
Encourage competitive proposals that deliver measurable value to the County and its taxpayers.

Vendors must submit Four (4) copies of their proposal: Three (3) complete paper copies with original Vendor signature, and One (1) complete copy on USB Flash Drive. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 020-26”, and delivered by 2:00 p.m. September 30, 2026 to:

Late or facsimile proposals will not be accepted. It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set. Proposals received after the date and time specified will not be considered. Note: The unauthorized use of the County’s official logo is strictly prohibited.
