This Request for Proposal (RFP) announces the intent of the County of Mendocino to solicit proposals from tribes and community-based organizations to provide Transitional Housing Program (THP) Services to young adults who are homeless or at risk of homelessness. The goal of THP is to provide independent living opportunities for eligible THP participants to practice life-skills in a safe environment and to assist self-sufficiency through supervised housing and supportive service.

THP serves young adults ages eighteen to twenty-four (18-24) with priority given to youth who have either exited foster care or juvenile probation. The program is designed to ensure young adults have a safe living environment to further develop life skills related to independence, prevent homelessness, achieve stability, and enhance long-term success for eligible participants.

The County of Mendocino is issuing this RFP to seek proposals from providers who can deliver high-quality, trauma-informed, and youth-centered services in alignment with THP program guidelines. The selected provider(s) will work in partnership with Mendocino County Department of Social Services to ensure compliance with state regulations, maintain high standards of service delivery, and achieve measurable outcomes that reflect program success.

Vendors must submit five (5) copies of their proposal: four (4) complete paper copies with original Vendor signature, and one (1) complete copy on USB Flash Drive. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 034-26”, and delivered by 2:00 p.m. October, 5 2026 to:

Late or facsimile proposals will not be accepted. It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.
