South Coast Landfill Closure Technical Specifications Nov 2022 Note: This document is anticipated to be updated to the current Caltrans Standard Specifications and Watershed Geo guidelines, as well as other possible minor updates, prior to advertising for construction bids.

Project Summary:

Mendocino County is seeking a qualified engineering consulting firm to provide Construction Management and Construction Quality Assurance services during the final closure of South Coast Landfill (SCLF).

SCLF is an inactive site located on 47.65 acres, of which approximately six acres were utilized for non-hazardous waste refuse disposal operations.  The facility is located approximately four miles northeast of the community of Gualala, adjacent to and south of Fish Rock Road in southwestern Mendocino County.

Waste Discharge Requirements Order No. R1-2021-0024 for County of Mendocino Closure of South Coast Class III Solid Waste Disposal Site, WDID No. 1B7702320MEN and corresponding Monitoring and Reporting Requirements were heard and adopted by the RWQCB on June 17, 2021.

Closure construction, in general, involves installation of a 60-mil LLDPE Geomembrane (Super Grip Net) with Closure Turf overlay and Ballast system. Closure construction is anticipated to commence in Spring 2026 and to take approximately 151 working days.

Submission Information:

Vendors must submit three (3) copies of their proposal: two (2) complete paper copies with original Vendor signature, and one (1) complete copy on USB Flash Drive.   The proposal must be formatted in accordance with the instructions of this RFP.  Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP.  Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 250025”, and delivered by 2:00 p.m. on June 11, 2025 to:

Late or facsimile proposals will not be accepted.  It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.  Proposals received after the date and time specified will not be considered.  Note: The unauthorized use of the County’s official logo is strictly prohibited.
