The County of Mendocino is issuing this Request for Proposal (RFP) to invite eligible applicants to submit proposals for projects that align with the objectives of the Community Development Block Grant (CDBG) Program. These projects should also meet the County's and community development needs while benefiting low- and moderate-income residents of Mendocino County.

For 2025, the County has approximately $600,000 available in CDBG Program Income funds for eligible activities. Additionally, the County may consider submitting eligible applications for the 2025 California Department of Housing and Community Development (HCD) CDBG Notice of Funding Availability (NOFA) to further support community development initiatives. 

Only proposals that adhere to the required format and qualify for CDBG funding will be considered. County staff will review and score these proposals based on CDBG eligibility and criteria outlined in this RFP, aiming to present the top-scoring candidates to the Board of Supervisors in the Spring of 2025. The Board of Supervisors will provide guidance on the allocation of CDBG funds, after which project sponsors will be notified. Please note that there is a possibility of reduced funding availability or the non-awarding of funds, depending on the quality of submitted applications or guidance received from the Board of Supervisors and HCD.

Vendors must submit five (5) copies of their proposal: four (4) complete paper copies with original Vendor signature, and one (1) on USB Flash Drive. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 011-25”, and delivered by 2:00 p.m. April 3, 2025 to:
