The County of Mendocino is pleased to announce the implementation of Planet Bid System™, a fully automated web-based vendor and bid management system. This system will make doing business with the County of Mendocino easier by providing vendors up-to-date information regarding bid requests.
 
Some of the key features and benefits of Planet Bid System™ include the ability to:

Mendocino County Employees Retirement Association (MCERA) is requesting proposals from qualified firms of certified public accountants (Auditor) to plan and conduct Agreed-Upon Procedures (AUP) attestation audits to accomplish the following objectives:

  • Validate MCERA’s conformance with the California County Employees Retirement Law of 1937 (CERL), the Public Employee’s Pension Reform Act (PEPRA), the MCERA Board of Retirement policies, and other applicable requirements.
  • Verify the adequacy and effectiveness of MCERA’s control environment to promote efficient use of resources, protection of assets, and its design to deter and detect errors or misappropriation of assets.
  • Enhance governance by providing insights into risk management and control mechanisms.

On February 24, 2025, MCERA’s Audit Committee approved the Proposed Audit Plan for Fiscal Years 2025-26 and 2026-27 with four specific AUP audits, two in each fiscal year, including services for preparing a risk-based Audit Plan for two additional fiscal years. The approved AUP audits and services are listed below:

  • Service Retirement Benefit Payments and Refunds x Notification and Issuance of Death and Survivor Benefits
  • Vendor Payments
  • Internal Controls Over Financial Reporting
  • Risk Based Audit Plan for FY 2027-28 and FY 2028-29
