The County of Mendocino is pleased to announce the implementation of Planet Bid System™, a fully automated web-based vendor and bid management system. This system will make doing business with the County of Mendocino easier by providing vendors up-to-date information regarding bid requests.

This Request for Proposal (RFP) announces the County of Mendocino's intent to retain an experienced and qualified consultant firm to assist with updating the County of Mendocino’s operational area Multi-Jurisdictional Hazard Mitigation Plan (MJHMP), last approved in 2021 and due for an update in 2026.

The purpose of the RFP is to procure a planning consultant in accordance with 2 CFR 200 and State and Local regulations to serve on the core planning team, assist with reviewing and compiling the plan update, and assist in authoring the updated text.

The work is funded by the Hazard Mitigation Grant Program of the Federal Emergency Management Agency (FEMA)/California Office of Emergency Services (CalOES). The final product will be a Multi-Jurisdictional Hazard Mitigation Plan approved by CalOES and FEMA. All services and work must comply with that Program's requirements and applicable Federal regulations.

Vendors must submit five (5) copies of their proposal: four (4) complete paper copies with original Vendor signature, and one (1) on USB Flash Drive. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 029-24”, and delivered by 2:00 p.m. October 18, 2024 to:

Late or facsimile proposals will not be accepted.  It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.  Proposals received after the date and time specified will not be considered.  Note:  The unauthorized use of the County’s official logo is strictly prohibited.
