The County of Mendocino is pleased to announce the implementation of Planet Bid System™, a fully automated web-based vendor and bid management system. This system will make doing business with the County of Mendocino easier by providing vendors up-to-date information regarding bid requests.

This Request for Proposal (RFP) announces the intent of the County of Mendocino to contract with one qualified contractor to provide an update to the current County Equity Assessment.

The local Cannabis Equity Program Assessment and Final Report shall include, without limitation, all of the following:

  1. Executive Summary and Key Findings
  2. Cannabis equity program recommendations
  3. Reporting of historical equity issues experienced by residents
  4. Reporting of barriers to entry within the cannabis business
  5. Additional research related to equity, inclusion, and economic development

The County is seeking proposals from experienced vendors who will conduct an updated equity assessment of Mendocino County. The current equity assessment recommends an update every 3 years that will monitor and share progress of the current Equity Program, monitor, and share trends in the legal cannabis industry, identify areas for course correction and/or unexpected consequences, and demonstrate an ongoing commitment to data-informed decision making and strategic planning to ensure Mendocino County’s strong transition for a legal cannabis industry.

Vendors must submit four (4) copies of their proposal: three (3) complete paper copies with original Vendor signature, and one (1) complete copy on thumb drive.   The proposal must be formatted in accordance with the instructions of this RFP.  Promotional materials may be attached but are not necessary and will not be considered as meeting any of the requirements of this RFP.  Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 015-24”, and delivered by 2:00 p.m., April 30, 2024, to:

Late proposals or proposals submitted via facsimile, telephone, verbally or electronically will not be accepted.  It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.  Proposals received after the date and time specified will not be considered.  Note:  The unauthorized use of the County’s official logo is strictly prohibited.
