The County of Mendocino is pleased to announce the implementation of Planet Bid System™, a fully automated web-based vendor and bid management system. This system will make doing business with the County of Mendocino easier by providing vendors up-to-date information regarding bid requests.

The purpose of these specifications is to outline the minimum acceptable specifications for an Electronic Voice and Warning System. Each bidder will provide a bid for an omni- directional, non-rotating, electronic, tone and voice-warning system, as described in the specifications listed below. The bid shall include speaker arrays, speaker cable, warning system controllers, warning system’s radio controls, antennas and antenna cables, encoder(s), pole mounting brackets, lightning arrestors, batteries, and installation of all equipment, in accordance with the installation specifications provided within this package and provided by the manufacturer of the products.

All system components furnished for this project shall be new, unused products currently listed in the bidder’s latest price sheet. All remote warning systems, their controls, and encoders shall be current standard and advertised models.

The stated goal for the system is 4000 watts per site and 70 dB prediction in the targeted area. The siren shall be rated at, or above 70 dB @ 6100’ from the manufacturer.

This project is to procure four warning sirens for the Redwood Valley Fire District, which has an existing Whelen Warning Siren System, a WPS2900 Series with the Whelen E1000 encoder with an attached phone activation device. All equipment bids must seamlessly interface with the existing equipment for all features of the current system. All system bids must be fully functional with the E1000 encoding equipment and each site must deliver silent test results back to, and be decoded by, the E1000 encoder equipment showing the health of the system.

The system shall have 160W Solar Power for the charging of the system with a dual solar regulator.

The system shall have an LED Light Cluster mounted at the Siren Head for visual alerting with the specifications identified in this document.

This project will provide a complete turnkey outdoor warning system for the system being procured. It shall encompass the following:
A. Four (4) Outdoor Warning Sirens per the specifications in this Request for Bid.
B. Complete installation, optimization, and training of the system.
C. Detailed outline of the recommended maintenance schedule for the system as defined by the manufacturer.
D. Warranty and Extended Warranty as required by this Request for Bid Proposal.

The County of Mendocino desires a complete turnkey solution. Although every effort has been made to specify all items needed to make a complete solution, it is also understood that bidders shall supply all materials and equipment to make their offering complete, functionable and to meet the minimum specifications set forth in this Request for Bid proposal.

The County will issue a separate RFP/RFB for the installation of the siren.
