This Request for Proposal (RFP) announces the intent of the County of Mendocino to seek proposals from qualified vendors to provide specialty mental health services to Medi-Cal beneficiaries of Mendocino County.
Mendocino County Behavioral Health and Recovery Services (BHRS) has historically provided services to seriously and persistently mentally ill adults, older adults, and seriously emotionally disturbed children who are Medi-Cal beneficiaries through the County Mental Health Plan.
The successful proposer will demonstrate a comprehensive understanding of all state and federal requirements specific to the delivery, payment, and cost reporting of specialty mental health services.
The successful proposer must clearly demonstrate an understanding of the role and responsibilities and have the ability to provide timely and satisfactory specialty mental health services, including, but not limited to billing, utilization management, quality assurance, data collection, and reporting.
This request for proposal(s) is for all Medi-Cal specialty mental health services, including but not limited to, therapy, targeted case management, rehabilitation, crisis intervention, crisis stabilization, crisis residential treatment, psychiatric health facility, medication support, therapeutic behavioral services, intensive care coordination, intensive home based services, day treatment intensive, and day rehabilitation.
The contract awarded through this solicitation is anticipated to include a designated dollar amount for payment of specialty mental health claims based upon previous year paid claims and/or anticipated eligible members’ requests for services. Any contract resulting from this solicitation is contingent upon sufficient funds being made available by federal and state governments for the term of the contract.
The purpose of the RFP is to increase access to services: The County is committed to providing services in such a way as to reflect and honor the social and cultural characteristics of the community and focuses on organizational efforts to reduce barriers to service utilization. No client should be turned away from services due to lack of system capacity. The County aims to provide clients with the services, skills, and supports necessary to obtain and maintain stable housing, engage community connections, and avoid hospital or other facility placements unless absolutely necessary.

Vendors must submit Two (2) copies of their proposal: One (1) complete paper copy with original Vendor signature, and One (1) complete copy on USB Flash Drive. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 010-24”, and delivered by 2:00 p.m. March 25, 2024 to:
