The County of Mendocino is pleased to announce the implementation of Planet Bid System™, a fully automated web-based vendor and bid management system. This system will make doing business with the County of Mendocino easier by providing vendors up-to-date information regarding bid requests.

This Request for Proposal (RFP) announces the intent of the County of Mendocino to contract with one qualified contractor to provide Cannabis Grant Program Administrative Services.

The County is seeking proposals from experienced vendors who are able to provide administrative services for the Cannabis Grant Programs, with an opportunity to extend the contract should the County be awarded additional grant funding in subsequent grants. Current grant funds are intended to be distributed and used in support of State commercial cannabis licensure no later than December 2024.

Addendum No. 1

Vendors must submit four (4) copies of their proposal: Three (3) complete paper copies with original Vendor signature, and one (1) complete copy on thumb drive. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 056-23”, and delivered by 2:00 p.m. November 6, 2023, to:

Late or facsimile proposals will not be accepted. It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set. Proposals received after the date and time specified will not be considered.
