The County of Mendocino is pleased to announce the implementation of Planet Bid System™, a fully automated web-based vendor and bid management system. This system will make doing business with the County of Mendocino easier by providing vendors up-to-date information regarding bid requests.

Project Summary

This Request for Proposal (RFP) announces the intent of the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA) to procure the services of qualified consultants and/or a firm, with experience in data and fee analysis and rate setting for public agencies. The UVBGSA is primarily interested in consultants with experience in relation to setting fees and rates pursuant to Propositions 26 and 218, specifically as they relate to the Sustainable Groundwater Management Act (SGMA).

Inquiries

All inquiries by interested consultants and/or firms concerning this Request for Proposal (RFP) must be directed in writing to UVBGSA staff at 2020 Research Park Dr #100, Davis, CA 95618. All inquiries must be received no later than noon on Tuesday, January 24, 2023. Responses to all inquiries will be posted on the UVBGSA’s website on Friday, January 27, 2023.

Submission Information

Vendor should submit one (1) signed original and one (1) copies of their proposals with all attachments. Additionally, consultant and/or firm shall provide UVBGSA with an electronic copy sent to Mr. Erik Cadaret at ecadaret@westyost.com. Please mark the original as the “Master Copy.” The Master Copy will be used to resolve any discrepancies between the copies. All proposals will be retained by the UVBGSA upon submission. Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “UVBGSA RFP No. 23-01”, and delivered by 2:00 p.m. on February 9, 2023 to:

Late or facsimile proposals will not be accepted. It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.
